FU had killed the murderer of YEE and was wanted by the police. LUI managed to hide him somewhere from being caught. CHOW incidentally knew that LUI were transferring all his assets to Singapore and the whole business would be taken care by FU. CHOW was determined to kill LUI so as to inherit all his business before it was too late. LI was responsible for this mission but he did not know in advance whom he was going to kill.
